He has! And they make him really, truly sad in his soul.

Brook has been a casual acquaintance of the Avatar-kids for a long while now, so while he doesn't have a GREAT insight in how their dynamics work he knows that Zuko and Azula are royalty. He knows from interactions with them that they are on opposite sides, he knows that the Avatar is trying to restore balance and that Azula is opposing Zuko, which probably means that Zuko being on the side of the Avatar is on the side of the "good guys".

Now... Brook's past is at the moment a huge mystery, but it is my headcanon that Brook is disgraced royalty who turned to piracy after a personal tragedy (they are rather frequent in One Piece-verse). So he's both grown up with the duties of royalty AND lived the freedom-seeking rogue-life. He's not automatically predisposed towards one side or the other, but simply hopes these children can be happy in whatever world awaits them after they have fought for their dreams.

In short, if Zuko and Azula fights it will be sad, but it's also pretty much inevitable in his mind. Now Masque enters the picture, and things get more muddy.

Does Brook think it was ultimately ZUKO'S fault that Azula died? No. Masque enforced a game on them both that was sadistic and cruel, and people adapted the best they could. Sera was a wolf too, and she's practically his camp!granddaughter. Brook saw how badly the game was tearing up the wolves, being told that if they didn't win Masque would kill off ALL the people... in the face of such sadism, he can't really dislike Zuko. He just tried to do the best he could in a terrible situation.

He sympathizes with both sides, but they were both being played and they all tried their best to fight Masque. The majority of the blame lies with him, which is why he feels sad over this event creating a rift between old friends/enemies. But on the other hand he doesn't feel as if he should go up and tell Ty Lee this, because he thinks Ty Lee thinks of Zuko as an enemy from siding with the "other side" in their homeworld conflict, so... there could be tons of things that he doesn't know about that contributes to her anger. He shouldn't just assume he can waltz in and tell her what to feel and what not to feel. He just hopes they will not let the hate and fear that Masque created remain, when the man himself is gone(?).
